The Basic Education Program 2.0 (BEP) outlines the funding formula used to allocate state education dollars to Tennessee’s k-12 schools. This formula compares a locality’s average tax rate to its tax use to calculate a percentage reflecting its ability to generate revenue from its own base to cover educational resource needs.

This study focuses on one aspect of the gains from UT, the economic benefits that result from the production of education and the many other activities in Tennessee as the UT system delivers its many services. Using detailed revenue and expenditure data from each campus and institute, this study examines the economic impact that arises in the state of Tennessee from the education, research, and athletics that were produced by the UT System in Fiscal Year 2017 (from July 1, 2016 to June 30, 2017), which includes the Fall 2016 to Spring 2017 academic year and portions of two summer terms. The economic impact is generated through spending made by the system, its students, and campus visitors.

The Boyd Center for Business and Economic Research at the University of Tennessee, under contract with the Department of Finance and Administration of the State of Tennessee, conducted a survey of Tennessee residents to ascertain their insurance status and use of medical facilities and their level of satisfaction with the TennCare program. A target sample size of 5,000 households allows us to obtain accurate estimates for subpopulations. The Boyd Center prepared the survey instrument in cooperation with personnel from the Division of TennCare.

This economic report, completed by the Boyd Center for Business and Economic Research, describes many of the BlueCross BlueShield of Tennessee (BCBST) benefits noting the unique benefits to the state of having its headquarters in Chattanoogaand regional offices with headquarters-like functions across Tennessee. This is an important distinction and economic benefit relative to BCBST’s competitors. The report specifically looks at the statewide economic benefits of BCBST, including its foundation and subsidiaries, in 2017 – analyzing the direct, indirect and induced impacts the company has on income, employment and taxes in Tennessee. In addition to the quantitative economic impact, the report examines the company’s effects onboth the Chattanooga community and state of Tennessee in several intangible ways – from its employees volunteering around the community to its charitable donations and awards.

The Nashville area seeks to undertake major transportation improvements given the region’s rapid economic growth, significantly increasing congestion, and the expectation that enhanced transportation services would spur even greater growth. This report focuses on one aspect of this challenging issue – how financing could be generated – by developing the capacity to forecast revenue for Nashville area counties. The revenues potentially could be used to finance major transportation improvements. The report concentrates on four major tax instruments: sales tax, property tax, hotel/motel tax, and wheel tax. The revenue estimating capacity is developed for 10 counties: Cheatham, Davidson, Dickson, Maury, Montgomery, Robertson, Rutherford, Sumner, Williamson, and Wilson counties.
